The Bulk Water Treatment Plant is designed for the joint venture by Ecosystem Technologies International, Inc. (Ecosystem) using its proprietary Ecosystem Filtration Membrane (EFM). Ecosystem is a joint venture partner of Metro Pacific Investments Corp., under the Metro Pacific Water brand.
The EFM-enabled bulk water treatment plant is the first of its kind in the Philippines, in that it is designed to handle turbidity levels as high as 10,000 Nephelometric Turbidity Units (NTUs). This enables the BCWD to provide uninterrupted water supply for all its services connections.
Most conventional technologies, being designed in the Northern Hemisphere, are not designed for the risks brought about by tropical climate conditions. Treatment plants that use such technologies suffer production inefficiencies once turbidity levels as low as 50 NTUs, and experience down time at levels of 300 NTUs.
The Taguibo River is noted to often reach turbidity levels of 1,000 NTUs.
By October 2017, BCWD reports that there have been no losses in efficiency, let alone service interruptions, despite the passing of both the monsoon and typhoon seasons in the area.
